An R&DTI adviser should help the company distinguish experimental activities from ordinary development, understand the evidence required and connect eligible activity analysis to expenditure. The company should be able to produce contemporaneous records that demonstrate what happened, when, by whom and why the outcome could not be known in advance.
Activity eligibility and expenditure analysis are related but distinct. The cost methodology should be clear, traceable and supported by records.
R&DTI is self-assessed. Management should understand the position rather than outsourcing responsibility for the underlying facts.
Ordinary software development is not automatically R&D. Technical hurdles, failed attempts, alternatives and experimental progression need to be evidenced.
The strongest process establishes experiment and evidence systems during the year instead of reconstructing technical narratives after the work is complete.
